Why are the same 3 5* being used in the PVE stories? I thought you’d cycle through them more?
I’m thinking the logic is you can get them using the Latest tokens as a new player. If it was some old, obscure 5* then new players would have zero chance of ever getting them let alone having enough covers on them to do things.
