I think one of the things that’s bothering people about Baby Torch is that there’s not really a logical different incarnation of Johnny Torch we’re getting here, it’s just another one wearing a substantially similar outfit. Some characters have real power differentials between versions, however, and that might make for sensible 2* downgrades. The most obvious of the current 3s is Hulk, where a 2, less powerful Gray Hulk would actually make sense. Same goes for if/when you ever make Angel - make a 2* Angel and a 3* Archangel, and 2* Non-fuzzy Beast and 3* fuzzy Beast. Not that I’m encouraging these, as much as that if you’re going to do it, do it in the least infuriating way.
If they have any desire to release new 2*/3* lazy pairs release them at the same time.
