Best way to get obtain 2* covers?

What is the best way to hone in on 2* covers through events via F2P?

Is it just via PvE progression/placement?
Is it PvP?

I have maxed out my 1* roster, but there are soooo many characters now that getting any meaningful 2* covers seems like a very daunting task. I have more 3* covers across the spectrum than I do 2*, which are of course just dead space in the roster.

I recently noticed that at a certain pain in Krakadoom, once you get in the 450-600 range there seems to be a larger number of heroic tokens, but it maybe my imagination.
Any feedback appreciated.

Nowadays, just play a lot of matches in SHIELD sim and hope you get them as rewards

Play the crap out of any pvp event. Not just shield sim.

Literally any pvp drops them like candy now.

So PvP drops heroic tokens/2* covers like crazy? Just making sure…

I suppose I did delete more Moonstone covers than I can count recently, so perhaps I just had some shitty luck.

Covers are an option for PVP match rewards now in addition to the 70 and 140 ISO.

Jump into Lightning Rounds at the moment they begin and you will encounter seed teams that your 1* roster can beat. Those fights generate 1* and 2* covers, recruit tokens and lots of ISO. However if you wait even 5 minutes to jump in the seed teams will be gone and the going will be much more difficult.
