Is it just me or did this just go down? They’re both listed as having 45 blue power, but I could have sworn that when I used them together, Widow would get blue matches, and now C. Storm does. If so this really makes Espionage weaker. 
C.Storm buff in the recently ended event made her blue stronger. If you were to go into Prologue for healing you will notice OBW’s blue taking priority.
No, I’m talking about now, this morning. Not during the tournament. C. Storm is currently getting blue matches and both of my characters are level 85.
If they have the same tile strength it depends what position they have when you choose your team.

Thanks for the help, I never knew that! I can’t believe in all my time playing I’ve never switched their positions to that way before today, lol.
You definitely want to always put the weakest characters (healthwise) to the right, since they can get minimal protection from center and left if they share tile strength (e.g. maxed oBW and cStorm). Especially true for cStorm, you want her to be able to survive to trigger a Tempest or two, and she can’t do that if you’re facing an enemy Onslaught, only have blue matches, and cStorm is making these instead of oBW.
