That max level bonus per power that is on the character post means that you get abonus for maxing your char?. I always thought it refered to have the 5 covers but now I realize it may be being the max level you character can reach.
Yes, 141s receive their final small scaling bonus when leveled from 140 to 141 (only for scalable abilities). There’s usually no reason not to max a guy if you are already past 115-120 on them.
