This is as designed. You need at least one creature in play in order for this spell to be valid to cast.
Can we get an explanation as to why? There is absolutely no reason that a board wipe spell should require that you also have a creature out.
Because these guys don’t actually play their own game obviously, else they might have an understanding about how bad some of the conditional cards are they print on all rarities.
