I noticed that special tiles arent always dropped. Fought a phoenix, and I killed her too quick, dreading her revive…nope, it didnt get placed even though several red tiles available. Just had a match where my ss didnt place charged tiles when using red or blue, and then my oml didnt place strike tiles when i popped black.
That could also be an incomplete Phoenix build. I don’t always check an epic’s powers first, since levels mean more. She may not have had green.

enemy team had one attack tile, she hulk used settlement, enemy retained control of the tile but she still strengthened it
