Buncha Fiddle-Faddle ignores fortified enemy tiles for damage choice [Devs Aware]

As the title suggests, spotted in this current PVP when Hobo and C4ge are fortifying each others tiles. If all the enemy special tiles are fortified then C4ge will Fiddle-Faddle for the max power, not the reduced power.

See screenshots, my C4ge does 30k+ when no tiles present and he one-shotted the opposition C4ge who had 30k health while there was an enemy strike on the board that was fortified.
