Can’t upgrade rank lookhead support
I think you have to level it up to 100 before you can rank it up to 3*.
You are correct, I had the same issue with Thanos copter. I had enough shards to rank up to 5*, but was only at level 160 of 200. Once leveled up to 200 I was able to rank up to 5*.
