I know it’s been posted about before but couldn’t find them easily. Pulled my 13th Phoenix and now have her and OML at 13. Should I max them? I’ve got 19 champed 4s, but I’m afraid I won’t get a chance to play with them much anymore. Thoughts?
Depends on if your main focus is pve or PvP. If you want to do pve (story) don’t champ if you want to do PvP do champ.

Yup. That’s about it. Now I’d advocate you champ them both regardless, because if you’re going to ruin your gaming experience, you may as well do it with the combo that will yield the easiest path. Phoenix and Logan are the two. Say goodbye to using health packs, though!
