What is this ‘Citizens of Kaladesh’ pack that showed up in the vault?
Its a single 3 card pack out of a pool of 87 KLD block cards that stipulates ‘one uncommon guaranteed or better’ for 70 crystals.
That is strictly worse than a regular KLD block 5 card booster (with chance of masterpiece) for 60 crystals.
It’s a special themed pack that they do periodically. We’ve had, for example, Elves and Elementals in the past.
If you are hunting for a specific creature then this pack has a slightly higher odds of yielding it since you don’t have the chance to pull supports or spells.
Probably still not worth it since they don’t offer the x5 pack option that guarantees a rare.
I think you mean “Elves, Elementals and (for some reason) Kari Zev”. Its easy to miss the full name because the text wraps oddly. 
this is my point, these mini packs used to be 300 crystals for a 5 pack of 3 cards each and a guaranteed rare or better (can someone confirm this?)
this offer is just junk and literally worse than a booster pack for more cost
I remember it as being more than 1 option with
one of them having a guaranteed rare+ not too
dissimilar from the current premium packs but
with 3 cards per pack.

I mean, if you want guaranteed uncommons, you can just buy any of their packs, right?
Seriously, for them to remove the bundle which guarantees a rare is a very stupid action.
For 10 less crystal I can get 5 dupes which still includes at least an uncommon anyway; why should I bother spending more crystal for fewer cards and no better chance of getting dupe rares?
Yes, the only time I bought these special themed pack was when they still had those bundles which contained at least a guaranteed rare, although in the end it was a dupe, but it’s still a considerably better deal than the current 70-crystal pack.
