I think the characters that are featured in the ‘Class of 20xx’ events should have bonus odds in the tokens for the event. Currently the ‘Class of 20xx’ tokens just look like discounted heroics.. why not make slightly more worthwhile by making the featured class 1.5x or 2x the odds of the others?
Also because charachters coming from 2016 most probably have less covers than charachters coming from 2015/4/3… since they are newer.
It would be nice if you tried to “help” the players in this way, especially since without paying one can only win a very very limited number of tokens in that event 
The devs only have a few templates for token Draws - featured threestar character PvP, featured fourstar character PvP, new character release PvE and off-season PvP. In this case, the off-season PvP template was the most appropriate, so it was used. And yes, that is just a discounted Heroic token.
