5-stars: Ultron, Goose, Hit-Monkey
My lowest levels are pretty similar:
4-stars: Legion, Wolfsbane, Talos
5-stars: Ultron, Hit-Monkey, May Parker
Now that I have been bothered to play SHIELD Sim a bit more recently I am all about Goose.
