I got a cover that will increase my cap but not for a skill I wanted. I was thinking I’d just respec whenever I get the other cover. Is there a respec cost that would keep me from doing that? Thanks.
There’s no cost to respec. If you’re at max covers and you get another you want to use, you’re asked which of your other two powers you want to drop a level for the new power. It’s nice and easy 
The only ‘cost’ is if the skill upgrade you don’t want actually makes a skill worse in your eyes (increasing the AP cost is probably the most common reason for this), and you may be stuck with it a while until you can respec.
