Doom (Infamous Iron Man) does not summon Doombots

In today’s Behemoth Burrito you’re featuring 4* Doom.

When I downed enemies, they did not get replaced by Doombots.

I have also encountered this on numerous occasions, including this week. Happens in PVP as well.
