Dream Eater will not trigger Enhanced Surveillance to Surveil 2 when cast (either a flash or during player turn).
Confirmed Enhanced Surveillance was working with Discovery between Dream Eater casts.
The surveil doesn’t trigger if you don’t bounce.. Did you?
I did not bounce, no. So it must be Surveil → Bounce → Second (ES) Surveil? Seems strange if Surveiling is the trigger, not the Bounce.

You have to use the bounce ability of dreameater in order for the surveil ability of dreameater to trigger at all. The card dreameater itself is bugged in this way; there is another post about it back somewhere.
So:
Dreameater (DE) → bounce (DE ability) → surveil (DE ability) → surveil (ES)
Otherwise you end up with:
Dreameater → NO bounce (DE) -X-> NO surveil (DE) -X-> NO surveil (ES)
That’s not how it plays for me. Dream Eater always does Surveil first, then Bounce. So I can regularly skip Bounce after I’ve Surveiled. I can confirm this on over 10+ times of playing the creature… I’m a bit addicted 
Then check your gy if the cards you surveilled are actually in there. Spoiler: no. Except it was fixed.. But I don’t think so, since there is an open bug report
