Enemy Team-Up "Sand Smash" did not proc Gorr's "Your Own Weapons"

Sand Smash: “… Create 5 Protect tiles…”
Your Own Weapons: “…whenever an enemy places more than 3 Strike, Attack, or Protect tiles…”
Are Team-Up powers no longer considered “enemy” or “ally” powers?
Or is this only an issue with Sand Smash?
