Faerie formation used to activate 5 gems into blue activation gems. If 5 or more blue regular gems were on the battlefield, it would activate those gems. If less than 5 blue gems were out, then it would convert those gems up to 5 into blue upon activation. It no longer does so after the last update.
The text specifically says, “5 blue activation” and when it first came out it did exactly that.
