Fevered Visions says, “At the end of your turn, you draw 1 card…” it doesn’t say fetch. So it should trigger Tutelage effect, but currently does not.

This appears to be working correctly for me? I’m not seeing this bug.
Would you be able to post a video? I’ll try again tonight, but it wasn’t working at the time of my post.
