I can confirm that the card is functioning correctly, but it’s missing an important portion of its text. According to my information, the card is meant to read “Target creature you control get +X/+0, where X is the difference between its power and toughness, as long as its toughness is higher than its power.”
Honestly, don’t you think that’s rather absurd? That the card does nothing in that circumstance?
Eh, that’s how it works in paper too (kind of, but you know what I mean).
If a creature’s power is greater than its toughness the enchantment is useless.
