Ghalta cost inconsistency

When you play a Ghalta for free, because there are a lot of creatures in play which reduce it’s cost, this counts as a “creature with cost 15 or more” for the TR Selesnya objective.

However, a reduced cost Ghalta may also be bounced by Teferi’s first ability, since it counts as a “creature that costs 12 or less” (even if it is the only creature in play, since, it reduced it’s own cost by 12 to 12)

A zero cost Ghalta can’t cost >=15 and <=12 simultaneously. Which is it?

If I had to guess, I’d say that objectives work off of the base cost of the card but Teferi’s ability does not (since it changes the card’s cost in order to function).

You’ll note Ghalta does not count for cheapo creature objectives, just Teferi (I don’t know if it counts for Perilous Voyage, though)
