Not sure if this has been explained elsewhere but I noticed a few of my 3 star characters on my roster have their 
rating glow/flash when browsing through the roster view.
Any idea why?

Basically its something they did for characters that you will often see refered to as “Lazy” versions. They are 3* counterparts to 2* characters with the (roughly) exact same powers only buffed to 3* levels.
I did notice the trend of it being all the Lazy characters, just figured there might have been a more interesting reasoning behind it
