Well the Arena just ended and the new Halloween just started and at 50 we get a nice 2 Star Recruit Token. Well when going to use that Token you don’t get any options to use the Token but only to select two different Covers with a plus chance to Moonstone or Yelena. Being excited as I am I just clicked one of the two not noticing that they do use tokens but my Coins and I just wasted 150 coins.

Yeah it definitely looks bugged as, like you said, those are the only two choices, the standard & Heroic are missing. 
Youu can still access the other covers. Just leave that Tourney and the other Cover Packs will be available. The Halloween Cover Packs are segregated into their own little store at the moment.
