how long does a newly introduced character stay in the latest legends group before it’s moved to classic legends. Does it vary or is there a consistent schedule?

They typically have an 18 week stay in the latest legends, but it’s dependent on the release schedule. Sometimes they break the 5*-4*-4* schedule, as they just did. As far as we know, those are blips on the radar though, and 18 weeks is still the expectation.
