Just a thought. I mean they are 1 star, won’t really change the game much. Or boost them in the random pve events to make them some what viable.
Saying this as a fan of marvel and mpq, its just satisfying to juggernaut headbutt someone to oblivion. And I think you should let me do that more often.
The level cap is based on the number of covers they have. So if Modern Black Widow or Juggernaut ever get a 3rd skill (3 more covers) then they too will have the glory of reaching level 50.

2 out of 7 1-star covers have a third ability. 5/7 have remained that way since release. This limits their level progression to 40. Please add abilities to the other 5 1-star characters so that they too may increase their levels beyond 40.
