Lurrus of the dream den does not bring Kroxa back from the graveyard [As Designed]

Buried cards change to the buried cost while on the graveyard… Kroxa cost 18 while on the graveyard… So since lurrus returns creatures that cost 10 or less I assume this is working as Intended
