I wasn’t clear enough…the mandatory character would be a 2*, but the other 2 slots would be 1-4*s of your choosing.
Of course because there is lot of variety actually in higher level ?

characters even if it’s always the same team(in every fighting games people always take the stronger team… normal). It’s still better than play against
