I’m fairly sure the last dev team ran multiple fan favorites consisting of MThor and Polaris riiiiiight before neutering them. So bait and switch is absolutely the modus operandi with the timing. Right around anniversary too, how nice of them!
Problem with usage lists is they get old fast once a new meta happens. They really can’t rely on anything more than a couple months old.

Relying on usage rate just means you’re hitting the LAST set of overpowered characters, not whatever the current one is.
Sam 5 isn’t a problem at all with any partner but hammer jugg. Instead of nerfing Sam, just add this very minor nerf to juggs passive aoe.
His passive already can’t be boosted by Okoye or Apocalypse even though it seems like it should be. Just add a line to his passive that says “the damage from this ability cannot be increased”
You could even add “or decreased” and it would almost be a buff
Sam can still function fine with any other aoe character and jugg will still hit plenty hard when boosted but will never be able to go nuts.
Stop stop stop, an inability to see that Sam is the problem here is crushing my faith.
Anyone who has spent time trying to counter these characters can see, Juggs is not the only problem with him, its ANY character who specializes in multi character tick damage, most easily noticed in Mephisto5. You just dont see it often in others because they arent as good as Meph and Juggs, but as soon as another comes along who is, youre right back in the same boat.
Who here has an issue with Juggs outside of Sam? The answer better be noone, because that mofo is dead ass weight without him, or maaaaybe May for the match damage buff (both so easily counter-able, and again May is the problem there). However, someone who creates like 10k in strike tiles every damn time 2nd and 3rd and 4th and 5th character is even sneezed on?? Go look at every other striker in the game and see who comes close.
Shame on all of you, you’re better than that.
To me, 5Sam is only problematic when paired with 4-5Jug. Some paired him with 5OR and I’ll hit that without much issues.
As for 4-5Jug, it’s a slog hitting him unless you can fire power nonstop or stun him. More of an annoyance than a problem.
I know it was discussed a few times when Sam first came out, but it would be come a non-issue if he only put the trikes out once per turn. Make it a “The first time” power and suddenly there is no conversation about Sam or Jugg.
I think this is a pretty reasonable fix. How many other characters can do multiple AoEs in a turn, though?
Sam/Juggernaut is the rare case where both characters are probably fine on their own, but with each other they’re busted.
Juggernaut actually would’ve been broken way, way earlier, though, if he wasn’t mysteriously excluded from boosters like Okoye and Apocalypse. I think that ability is probably too good, and passive AoEs are generally something they shouldn’t do, even if they’re relatively weak.
I think (?) that’s how Sam worked when he released. We all declared him a nothing burger and who cares, then they upgraded him like a day or so after release and we all went nuts and here we are.
4Jugg was OP when released and I have hated him in some capacity since his release. Making him just as powerful when ascended was a choice they made (some people were made weaker, or less useful, after all).
I get it, you need something to chase, they definitely need money. But he’s stupid and braindead play in a “puzzle” game.
Note that I do not think nerfing a bunch of metas and making a bunch of bad toons moderately useful will result in more spending, but maybe it keeps some people engaged longer so the whole thing keeps going for a bit more than otherwise.
You are correct! Cascades only put the strike tiles out once. Then they changed it so that every AOE put out the strike tiles. The below thread has all the gory (if tough to follow) details:
Key quote in there is that the devs on Discord mention changing the ability rather than changing the text. When Sam was first released, the text would have strikes on all AOE but the character did not. Then they changed the character to match the text. And here we are.
Yeah, that’s what I thought was going on. The text made us expect every AoE but function didn’t match. I think if they returned to that method but maybe buffed the strikes a bit or added it as a passive it would work out fine. He’d still be useful, but take longer to ramp up.
I dunno I see him as a easy win he’s not very good on defence
