With the introduction of Champions, we now see a game mechanic using covers to directly level 2, 3, and 4 star characters.
Given the cries for better ISO income and improvements to leveling, I suggest the following: Covers can be used to level-up characters up to their cap in the following ratios
1 star - 1 level
2 star - 5 levels
3 star - 10 levels
4 star - 15 levels
This gives the non-Champion people “something” to do with covers gained for fully covered but under leveled roster.
