Omnath locus of the Roil target issue [Investigating]

When Omnath (M20 mythic) is played first time, you can’t target opposing PW. Targeting opposing creature works, and second time he’s played, you can actually target opposing PW just fine. It’s only the first cast that does have a bug in it.

Issue occurs both if he’s the only elemental on the field and when there are multiple elementals out already.
