I imagine the intent there was [center of hole] coincides with [center of board].
It’s describing the change in the ability- your current rank is the center of the board, but not centered (due to smaller size of hole) while upgrading the ability still punches the center of the board, but this time the punch is centered.
Yes, it reads weird, but it’s accurately describing the change from current rank to next rank.
