Each color appears in the top, middle, or bottom position of each character. For example, Red appears in the top position for Shang-Chi (Origin), the middle position for Captain America (Steve Rogers), and the bottom position for Drax (The Destroyer).
Each color appears more frequently in one position than the other two.
The top slot has the smallest frequency for 3 colors and is the most frequent position for 2 colors.
The bottom slot is the smallest frequency for 1 color and is the most frequent for 3 colors.
So, since there are 6 colors, it should be pretty obvious that the middle is the lowest frequency for 2 colors and is the highest frequency for only one color.
The low frequency side piqued my interest, so I filtered the roster and found five characters that have the blue-green-red power set. It’s amusing to me that every one of their powers sits in a slot in which it represents the fewest number of occurrences.

I discovered a data error that doesn’t change the ultimate answer for this or any other question I’ve asked. However, since this one shows the numbers, I thought it important to note here - I had 4* Beast’s powers incorrectly marked in my look up, which means his Blue and Black were switched. Blue is still the correct answer, but there are only 71 characters with blue in the middle slot, not 72.
