Punisher (MAX) blue passive not working?

I’ve tried every way I know how to make 4* Punisher’s blue passive work without success. It seems to have no impact on the strike tiles I lay out, either upon putting them out or later in the match. Is there something wrong here, or am I not looking at this correctly?

(Naturally, I’ve drawn five blue covers, so of course I’m having this problem.)

It’s just passively active all the time. The numbers on the tiles don’t change, but if you look at the actual damage numbers when you make a match you can see it dealing more damage than is written on the tiles.
