I stepped away from the game for roughly two months. I am currently playing earth’s mightiest and am in 14th place with just over 500 points. When looking at the leaderboard everyone above me has weak rosters 94-130, I have 10 maxed 3 stars. Yet, while cycling through nodes I see none of the people above me in my leaderboard and only maxed 290 teams.
Is PVP working as intended? Why can’t I see anyone in my shard?
They changed the matchmaking function of PVP to assign opponents more closely based on roster strength, rather than placement. See original announcements here:

I’m sorry to say that it sounds like it’s working as intended.
In the past, a long break would have reset your MMR, so that you would get placed in beginner brackets AND find easier opponents. Now that win/loss MMR has been scrapped and matchmaking is entirely Roster-based, your situation sounds just as I would expect it to be.
I think you should still be able to score higher than others in your bracket, because if they score too high, they will become visible to you and everyone else with a strong Roster.
