Retreating is back to costing 30% of health?

I mindlessly put Storm in the final node of the final sub in Juggs event. I hit retreat button without hesitation because I remembered that retreating costs only 10% of health. But then I saw that Patch is down from 10k health to 7k. That’s 30%.

Have the devs reverted back the cost of retreating?
