Serum Powder

This seems like a bug to may but maybe I’m confused as to how it should work?

I have 4 cards in my hand, the first 3 have mana in them, the fourth one is a Serum Powder with 0 mana.

I draw a second Serum Powder. The Overflow animation happens (where your hand glows cyan), and then nothing happens.

Shouldn’t I have been given the option to discard the one card I already had in my hand with 0 mana it?

Its probably because the effect isnt meant to apply to serum powder itself (exiled one , but also other copies).
As you do not have any available card in hand, the effect is “discarded”.
