I’ve been thinking about how we could get away from having half the roster unavailable to us in the packs, so what do you guys think of this?
Two packs to choose from. When you select a Ten pack for example you get a prompt to choose between character pack 1 or character pack 2. Character pack one has a different assortment of 3* characters than pack 2. It would look something like this.

This way we get to choose the covers we chase and we get a slightly higher percentage on 3s so the transition is easier for mid level players that have stuck with the game without worrying that their characters will disappear for six months. High level players will still have the same 4 drops without being affected in either pack.
What does everyone think? Would this work for the game?
It is my understanding per the developers, that this too confusing for players.
It’s much simpler for non-forumite players (who are the vast majority of players) for characters to suddenly appear and disappear from the packs with no idea why they left or if/when they will return. Assuming, after they do not pull C Mags for several months, they finally figure out to hit the toggle to see that he’s not listed as in the packs.
Of course it would, but I’m betting that D3 prefers a number of 20 - 3*'s available in the token packs to increase the number of cover packs a person has to buy in order to max any one given character. It would probably make more sense to double up some of the newer characters in the character packs, eg
20 heroes in the first type of token, 20 heroes in the second type of token, where 8 of them are duplicate.
Even then, this would only ‘solve’ the problem of inaccessibility of a particular character’s tokens without changing the odds of getting them. Also, unless the ‘essential’ characters for the season were all in one type of token, you’d be exacerbating the problem by forcing newer players to buy tokens from both sets in order to compete.
However, D3 has repeatedly made vaulted characters essential, so they’d have to improve that first.
Also, this adds significantly more complexity to buying tokens; uncertainty decreases sales.
I add my regular fix suggestion: vault no-one, at least double token drop rate. Fixes the problem that characters aren’t available from packs. Fixes the problem that with to many characters available in packs, rate of getting any one goes down. Begins to fix the problem of tokens being nearly worthless, and 3* transition becoming difficult if not impossible.
I agree with the 3* transition becoming a huge wall in this game. Vaulting key characters and diluting the character pool isn’t good for the game. “Working on” characters as they are vaulted isn’t a valid excuse. They have already shown the ability to update characters as needed in season with Sentry and Hood.
There needs to be a way to access every character. Having half of the roster gone isn’t a good experience, much worse than adding “confusion” to purchasing covers.
Back in the day my suggestion was have a character of the day(week, hour, whatever).
Essentially a rotation, When a specific character is featured every token opened will have an increased rate of pulling that specific character. It would guarantee that each character would actually be in tokens regularly, and let people save up tokens to cash in at specific times for best odds of getting something they need.
I would be highly in favor of this even if they kept all characters in tokens at all times at really low rates as long as the featured has a decent chance (1% in standard , 6% in heroic?)
Could even have 2*, 3*, and 4s featured each day or, make 4s limited short term windows.

I think they should adjust the tokens so that Standards give 1 and 2* characters only. With them also dropping from matches and as prog rewards for everything under the sun then getting them is not an issue. It almost is like this already as I usually have to open about 100 to have a chance at 1 3*
Then have Heroics be just 3 and 4* characters. Include eveyone. Solves the vault problem and eases the 2-3 transition without totally blowing it up to where people are skipping the 1 and 2* phase because while the number of 3*s people would be getting would go up, since there are so many covers in the pool it would still be a slow climb to fully covering a single character, but not as slow as it is now.
