Right now so many Crucial 3 
Toons are vaulted, and at the same time 4
s seem to becoming the new status quot, is there a chance that say Punisher or any of the other Toons on sabbatical could come back as 4
?
Regardless of what you think, how would you honestly feel if that were the case?
WOuld it mean that people who already have say Punisher full covered gets a fully covered 4*?
If so I am in favor as I have maxed all the vaulted characters…

No, there is no chance of this.
They were vaulted because of simple numbers and probability.
It’s already a boring math equation whether you have a chance at a 3* cover. As they release more and more 3* chars, we’re more apt to see (a larger number) more characters be vaulted per season.
Click the heroic cover packs. click the ? on the side. Look at the probability of scoring a 3* or 4*.
