You can’t draw cards with Tamiyo’s first if there’s no creature to target.
This is contrary to what was announced in the official thread, which I can’t find now. if someone would link that I’d be much obliged.

Uhh, that’s not what we were told. Not to throw Brigby under the bus, but (once again) I’m very concerned that something that was clearly communicated a certain way that doesn’t work that way is getting the “as intended” tag.
