When you activate the 2nd ability (“Witness of History”) of Teferi, Temporal Pilgrim for the first time in a match, creating the “Ghost of Wars Past” token, he increases said token’s level by 1, to 2, as he should.
However, when you use that ability again, the token’s level does not get increased further, and it stays at 2 no matter how often you activate that ability after the initial token got created.
