For a few days now Bruce’s The Other Guy skill has just plain been broken. No matter how much green I have it won’t activate.
It’s a known issue already reported several times.
This power was generating app crash. The power was disabled by devs in the wait for a fix.

Also, there was an in-game pop-up about this – you can always view those again by going to the options menu and clicking on “Today’s News”.
