There should not be shield coold downs. Instead the number of shields of each length that one can purchase with each event should be capped. This would have the same impact on high scores, but would not require players to schedule their lives around shield cooldowns. This has always been a horribly unfriendly system for demi to dump on players.

I only ever use a 3 hour shield
