Since 4s are popping up every 10 minutes, isn’t it time to “adjust” the champion rewards? Instead of 2 champions giving Cho (UGH!!) how about adding Quake, WS, and WM to name a few? I realize some people will be upset, as they have already received their rewards. But it would be very cool if all the new 4s were available as champ rewards. Especially since a couple of them are very playable. Just a thought, but since some 4s are given by two 3s and some only one, it seems only fair to even it out. 
A popular opinion is that they may wait until there are 40 4* characters to do that, so all needed changes are done at once and there is a perfect 3* → 4* correspondence.
But what is the popular opinion when there are 41 4s? What then??? Please let us have NO 3s give Chulk. Please?

No, Nova was the first new fourstar after the champion system was introduced.
i doubt this will happen - if you already got Chulk from leveling up whoever to 183 and then they change it so you would have gotten Punisher or War Machine - you’d be pretty mad. And take to the forum to complain.
I don’t think that’s stopping them. Didn’t stop them when they reduced leveling costs or when they added cp to daily rewards.
