Looks like we’re including:
Anyone who has been bitten by a radioactive spider
Anyone who has been enhanced by Apocalypse
Anyone who has been bombarded by cosmic rays
Anyone who has metal or bionic limbs grafted to them such as arms, tails or adamantium
Venom (Eddie Brock) but not Anti-Venom (Eddie Brock) or Carnage
Heralds of Galactus
Immortal Iron Fist, Lin Lie Iron Fist but not Danny Rand
Anyone who has participated in a science experiment
And many more! But still somehow less than half the roster.
P. S. If someone qualifies as a technologist they seem to be excluded, otherwise Doctors Octopus and Doom probably would qualify as would Tony Stark for his chest reactor implant. Also slightly mysterious are the inclusions of Kamala Khan (isn’t she a mutant now) and Black Widow.
Wait, what??? Heralds of Galactus are cosmic!!! Cosmic is it’s own separate power rating in Marvel lore! Because the Fantastic Four went in to space like idiots without space radiation shielding does not make them the same as a true cosmic powered character!
I suppose Thor is the base for it, he was born with the potential for his powers and Mjolnir is just a conduit through which he channels them. Everybody else (apart from BRB) only gets the power by being worthy to lift the hammer.

From a comic lore point of view I’d say they’re not enhanced. (Feel free to disagree.) Age of Ultron movie refers to the twins as “enhanced” a couple of times iirc. Do we conclude from this that WandaVision Wanda is the MCU one and it’s a reference, but Wanda 3 is the comics version?
Do we know how OR is enhanced by Apocalypse? He just seems to have been given a hoodie!

The in game bio suggests the tentacles are not part of his mutant ability. Also he’s enhanced by Weapon X prior to being enhanced by Apocalypse? I don’t know how accurate that is, most of my X-Men source material knowledge is 60s, 70s, 80s, 00s leaving a swiss cheese of gaps for the 90s.
If correct, it does serve to underscore that tentacles for Doc Ock don’t count as enhanced but tentacles for Omega Red does. Presumably the difference is that Doc Ock did it to himself/is also a technologist. Can we say that Enhanced category is Technophobic?
