I stole an Inferno Jet with Mastermind’s Acquisition, and I was unable to cycle it. I had a Plague Wind full of mana in my hand, so I had plenty to pay the cycling cost, but the cycling icon showed up as red on the card in my hand, and when I exiled it, it did not cycle, and was just exiled like a non-cycling card would be.

Is it possible that you had reduced the cost of the Plague Wind somehow? For instance, it would look exactly the same being made free by Pyromancer’s Goggles as it would with a full 10(?) mana.
Doubtful? As a player, this is not easy for me to retest.
I think you just discovered why Greg never cycles.
