Unstable Red ISO-8 Missions Do not Detect That I have Cap

I am a fairly new player. I am playing through the Unstable Red ISO-8 missions and when I try to play the ones where it says I need Captain America, it won’t let me & says I don’t have him when I do have him.

Does it only accept a certain level or type of Cap?

Very frustrating.

You can only play the mission if you have the Steve Rogers version of Captain America. This is the newly released Gold 3* variant.
