I think they should just raise the level caps slightly on the lower stars, make it so you can bring a 3 star into a 5 star battle. Not too dissimilar to that pvp event where everyone was max lvl. It just means a 2 star widow can be useful even in 5 star land (arguably she still is anyway).
The lower stars are lost once you go up a level, but some of them have some very good powers.
I have been wanting this for a while if not just for that 3 star to actually feed a 4 star that doesn’t have one..
