Which 3*** to dump HP into? [update]

I made a thread a while back asking for feedback on which 3*** to put HP into and the feedback was very valuable. Here is the link: https://forums.505go.com/discussion/982 (in the end I put it into Red Rag which helped me earn 3 Spidey covers in the Dark Avengers tourney). I find myself once more in the position of HP to spend and 3***s to develop and would like more feedback.

Here is my current 3*** lineup in order of current level:

Even though I really want to develop The Hood, I am 4 covers short in yellow and I can not for the life of me hit top 2 in the Lightning rounds. My two top candidates are Magneto and Rag. Magneto because he is a powerhouse and plays nice with lots of other characters and I already have 5 covers. Rag is the other potential since I am guaranteed my first green cover in 3 days from the daily reward which means even more levels for him. Another point in Rag’s favor is I already have Widow with max covers and so that combo is just missing some ISO love for Widow. Any strong arguments for Doom?

Doom’s not horrible, but the only reason I focused on him was to be able to compete for Rag. If you’ve already got a red cover for him and have HP burning a hole in your pocket I’d go that way.

Rag. Right now he’s the quickest/easiest way to get other Diabolical covers, at least until they remove the idiotic buff.

You won’t be able to level him up much w/o green covers, but even a mid level Rags should be able to get to top 25 in the Rag tourney w/o too much difficulty, which will get you his green (as well as from the daily reward).

I am going to hold off for the moment because I have a sneaking suspicion that this is going to be the last week of boosted villains. I want to put it into Rags, but until I see another tourney that he would greatly benefit from, I will hold the HP.
