I now have 8 maxed 4 * and I’m working at raising my 4* Jean Grey (she’s the next one to reach level 270, on my list… I know I should have done it before)
But then, what should I do ?
The only 5* that I could play with is OML but he’s only got 5 covers
I read Silver Surfer was not viable with less than 10 covers
So, should I focus on my 12 covers Cyke ? Or my X-23 (12 covers as well) ?
What would you do ?

Cyclops is definitely a good investment, as is Rulk (I know you don’t have a lot of covers for him at the moment, but they’ll come…). Can’t say much about X-23 unfortunately - I have her maxed, but don’t use her a whole lot.
Cyclops and X-23 were the last two 4*s that I champed and I love them. Cyc is definitely more powerful but X-23 plays well with OML.
With your five covers in OML, I would level him up. Once he gets above 300 he really saves a lot of healthpacks in PVE and PVP.

Quebbster : I’d love to get Rulk covers but I only get purple ones (3 or 4 dupes already sold) 
personally, I’d order them
1 - jean
2 - OML
3 - cyke
4 - x23
jean is a t5 staple. any t5 4* guys you get covered, I think you should immediately level. OML will be useful for you and I don’t think 330 will affect your mmr/scaling much. you can experiment with him in pvp, but that level will definitely help in pve for sure. don’t expect too much from him too soon - it took me some time to get used to playing mine. your cyke is mostly functional with red and blue covered and is a fun character that can really control the board with some ap. if x23 was 5/2/5 like cyke, I might place a higher priority on her. green is her main damage - purple is very hit and miss (more miss than hit), but can play well with OML, especially in pve to save health packs (if you grind much, those 2 help a ton).
Jean Grey is on her way to level 270 (240, now).
I didn’t play OML a lot… Didn’t think he was that useful with only 5 covers.

I’m gonna have my 13th X-23 cover, tomorrow thanks to “Enemy of the State”.
Shouldn’t I level her up (she’s an essential for the hunt) ?
I see you have a maxed Iceman who is also boosted for the event, so I don’t Think there is immediate need to level up X-23. She’s nice and all, but it’s probably better to prioritize the top tier fourstars first - I’m specifically looking at Cyclops.
Then again, X-23, Old Man Logan and X-force Deadpool looks like a pretty nasty team that will be able to keep on trucking without too much Health pack usage. I’m going to try them out myself, but my X-23 is already maxed…
X-23 is tough, and I like her green, but her purple is so wildly inconsistent it makes me sad. Given the choice, I’d throw everything at Iceman first.
Well, I should receive 3 more covers for X-23…
If I can, I’d prefer not to throw them away.
How could I know how much ISO I need to champ her ?

Got my 6th OML a few days ago. He’s now 2/3/1.
Can I safely level him up to 345 ?
I reach 1300 in PVP on a regular basis… I wouldn’t want that to change.
What about my Surfer ?
he’s 2/3/2 but I didn’t dare to level him…

Yes to OML being safe to level. You won’t see a huge difference in MMR. You might just see an uptick in PVE scaling but OML is the solution to that.
I wouldn’t bother with Surfer.

I can relate. I keep asking people about my 11 cover ss and the response is usually…
so I plan on taking him to 300 and leaving him there. I don’t think that messes anything up and I use him in pve some. maybe after my current project of finishing my 3s and 2s. and probably after quake. and if I get 13th on nova or pun, after them. there always seems to be something that jumps in front of ss that’s more important.
