Silver Surfer seems like the best bet to start leveling in that group. Phoenix is best when she has 4 or 5 purple covers, and OML without black is pretty pointless. Try leveling Surfer so that he’s at the same level as your boosted 4*s, that should keep him from killing your scaling and MMR.
Similar boat, corillary question - is a 0/4/4 phoenix worth levelling? Still haven’t pulled that green. I have oml, ss and bssm all with 3 colors.
Purple is the most important color for Phoenix, so I think you can safely level her if you want.

My phoenix is 3-5-0. So she alone can’t do much. But maybe I should lvl her as well. Who could be her running mate? Hulk buster? Nova? Deadwood?
